Dr. Aubrey Paris is the Senior Policy Advisor on Gender, Climate Change, & Innovation in the Secretary’s Office of Global Women’s Issues (S/GWI) at the U.S. Department of State, where she leads foreign policy and public diplomacy efforts related to the nexus of gender equality and climate change. Most recently, she was responsible for the development of the first-ever United States Strategy to Respond to the Effects of Climate Change on Women. At the State Department, she launched the Innovation Station initiative to amplify the impact of woman and girl innovators developing translatable solutions to climate-related challenges. Dr. Paris received her Ph.D. in Chemistry and Materials Science from Princeton University (2019), M.A. in Chemistry from Princeton University (2017), and B.S. in Chemistry and Biology, with a minor in French, from Ursinus College (2015).

Beth Angerman is currently the Chief Operating Officer at MetaPhase, responsible for all operations and delivery across more than 19 Federal agencies. Prior to MetaPhase, Beth served 15 years in government, most recently at GSA as the Deputy Associate Administrator of the Office of Government-wide Policy and the founder of the Office of Shared Solutions and Performance Improvement. Dr. Dolores Kuchina-Musina holds a Ph.D. in Public Administration and Policy and a Master of Business Administration from Old Dominion University. She received her Bachelor of Science in Business Administration from Christopher Newport University. She has been published in the Journal of Public Procurement, Politics, and Policy and is working on additional research. Dr. Kuchina-Musina has a graduate certificate in Public Procurement and Contract Management (PPCM), is a Certified Federal Contract Manager (CFCM), and is a National Contract Management Association (NCMA) Fellow. Her research focus includes innovation policy, other transaction authorities, federal procurement reform, and decision-making models. Dolores is the CEO/Founder at REXOTA Solutions, LLC, a consulting company in the DC-Metro area focusing on strategy, planning, pursuit, capture, management, and administration of Federal Contract/Agreement Awards. Dr. Kuchina-Musina has over a decade of experience in federal, state, and international public procurement, specifically directing and managing strategic pursuits in collaboration with business development, proposal development, and change management initiatives for Federal procurement acquisitions and served as a strategic partner in providing risk management support for Federal compliance contracts.
Debi McGhee leads Red Team’s capture consulting practice. In this capacity, she oversees active capture consulting projects and delivers capture support directly to clients. Through staying abreast of upcoming federal procurement trends, she continues to identify and implement ways to improve the quality of our capture consulting, to improve clients’ chances of winning competitive bids.
Debi is an accomplished business development and proposal executive in the professional services industry, with more than 25 years of experience in hands-on response to government and commercial procurements. She created and led multiple proposal organizations for companies in a variety of disciplines. Debi directs teams of capture and proposal development professionals providing support to bids ranging from small task orders to multi- million-dollar opportunities.
Debi works collaboratively with senior executives, capture managers, business developers, functional leads, and subject matter experts to develop and deliver innovative and compliant proposals to meet customer requirements. As a Senior Manager in a several small businesses, Debi has helped lead the strategic direction of the firm to ensure stability and growth. Debi provides leadership in the areas of win theme development, solutioning, orals coaching and overall proposal strategy. Additionally, Debi developed and conducted corporate proposal training to help employees learn about the proposal process and how to write effective and winning proposals.
As the daughter of U.S. Foreign Service Officers, I lived in nine countries by the time I was 18 years old. My immersion in a diversity of cultures cultivated many of the values and executive skills I have today, including empathy, resourcefulness, inclusion, patriotism, and forging connections with everyone I meet. Following a 15-year career in various GovCon roles, I decided to open Amivero’s doors in October 2018. Karla Smith Jackson is the Senior Procurement Executive, Deputy Chief
Acquisition Officer, and Assistant Administrator for the Office of Procurement
at the National Aeronautics and Space Administration (NASA). In this role,
she provides senior executive leadership and oversight of NASA’s
procurement functions, policy, and initiatives to an acquisition workforce of
over 4,000 personnel.
Ms. Smith Jackson serves on the National Contract Management Association (NCMA) Board of Directors, the Federal Acquisition Institute Board of Directors, and on the Federal Acquisition Regulation Council. She is one of only three signatory authorities that can execute procurement policies and procedures on behalf of the United States Federal Government. Ms. Smith Jackson has over 30 years of extensive federal service experience and is Level III–certified in the Contracting (Acquisition) Career Field.

She was also recognized as one of WashingtonExec’s Top Contract Execs to Watch in 2023.
Ms. Stewart is a federal professional with demonstrated experience leading complex, innovative transformation initiatives for government-wide programs and large agencies resulting in measurable improvements and dynamic outcomes in IT acquisition. She has specialized experience developing solutions for organizational challenges by facilitating collaboration and establishing partnerships with government and industry senior leaders and enterprise-level groups. Kyra has led federal grants programs, served as an organizational ombudsperson, and performed economic analyses. She’s a former White House Leadership Development fellow, a UVA alumna, and graduate of American University’s Key MPA program. Ms. Stewart currently serves as the Program Manager for the government-wide IT Vendor Management Office.
Lauren Alexanderson is a human-centered researcher and product designer who has been helping government agencies develop user-driven products and services since 2008. Lauren currently serves as the Deputy Chief Technology Officer – Health Delivery, where she leads health experience design efforts to improve the experience that Veterans, caregivers, and clinicians have when interacting with the VA online. Since joining the VA in September 2017 through the United States Digital Service, Lauren has focused on establishing VA’s Office of the CTO’s human-centered design and research operations practice, leading agile health product teams, and helping VA to accelerate the adoption of high-impact technology solutions. Prior to joining the VA, Lauren spent a decade leading public health projects and initiatives nationally and internationally and two years working with health-focused nonprofit organizations. Lauren holds an M.B.A and a M.A. in Health Communication from Johns Hopkins University and a B.A. from Brown University.
Valerie Mattison Brown serves as the Chief Strategy Officer for the Veterans Health Administration (VHA) and was appointed to this role April 26, 2020. Ms. Mattison Brown is accountable for the integration and synchronization of health system efficiency within the VHA and serves as the principal advisor to the Under Secretary and Deputy Under Secretary for Health on all matters related to enterprise-wide strategic direction to facilitate decision-making and guide transformative healthcare for Veterans, their families, caregivers, and survivors.
Ms. Mattison Brown joined the VHA in 2017 and previously served as the Assistant Deputy Undersecretary for Health for Policy and Planning where she was accountable for the development of long-range policy, planning and forecasting activities used to set the direction and improve the VA health care delivery system. Prior to her appointment in VHA, she served in a variety of strategic health care policy and operations leadership roles within the Centers for Medicare & Medicaid Services (CMS) and the Food and Drug Administration (FDA) within the Department of Health and Human Services (HHS). Prior to her Federal experience, Ms. Mattison Brown developed her professional skills in the private sector at the multi-national professional services firm, EY (Ernst & Young), and a variety of Fortune 500 companies with a focus on healthcare and financial services.
Ms. Mattison Brown has a history of exceptional and results driven leadership. She is the recipient of a myriad of leadership, performance, and special recognition awards including the HHS Secretary’s Distinguished Service Award. She is the mother of three and spouse of a recently retired Army Colonel. She continues to serve the needs of military families and Veterans in her community as well as young adults aspiring to leadership roles in their professions.

Jennifer is a long-standing member of NCMA, a former board member and past president of the Tysons chapter. She currently serves on the NCMA Tysons Board of Advisors, is a mentor for the NCMA Contract Management Leadership Development Program (CMLDP) and serves on the Contract Management Advisory Board for the Northern Virginia Community College.

Tahera Zamanzada is ICF’s vice president of digital transformation. She has 15 years of experience in helping organizations and federal agencies keep up with a rapidly evolving digital landscape and improve the digital customer experience through the adoption of cloud platforms. As a thought leader and digital advisor, Tahera consults on the challenges surrounding digital transformation, cloud adoption, and technology modernization.
